System participation explained
System participation is the second obligation alongside registration, and it is the part of your costs that nobody can quote you as a flat figure. This page explains what it is, why it is calculated the way it is, and what it means when you compare providers.
What it actually pays for
Packaging that ends up with private consumers in Germany has to be collected, sorted and recycled. That system is financed by the companies that put the packaging on the market, through contracts with private operators known as dual systems.
Registering in LUCID records who you are. System participation pays for what happens to your packaging afterwards. Neither replaces the other, and both are generally required where the obligation applies to you.
Why there is no flat price
The cost is calculated from two things: how much packaging you place on the market, measured by weight, and what it is made of. Glass, paper, plastic, aluminium and composites all carry different rates, because they cost different amounts to collect and process.
A seller shipping two hundred kilograms of cardboard a year and a seller shipping two hundred kilograms of mixed plastic will receive very different figures. This is why any provider quoting a single annual number is either quoting only their own representation fee, or working from an estimate of your volumes that will be corrected later.
It also means the number moves. If your sales grow, so does this part of your bill.
The figures have to match
The quantities you report in LUCID and the quantities you report to your dual system are expected to be the same. The Zentrale Stelle Verpackungsregister compares them.
This matters in practice: if you adjust your reported volumes with one, the other needs adjusting too. Where you have appointed an authorised representative, this reporting is generally part of what they handle for you — which is worth confirming before you sign anything.
Choosing a dual system
Several dual systems operate in Germany, and they compete on price and service. You are free to choose between them, and the Zentrale Stelle Verpackungsregister publishes an official list of the ones currently approved.
That is worth noting for a specific reason. For dual systems, an official list exists. For authorised representatives, it does not — which is the gap this site was built to fill.
What this means when comparing providers
Providers handle this part differently, and the difference is easy to miss in a quote:
- Some arrange system participation for you and include it in one invoice.
- Some arrange it and bill it separately, at cost or with a margin.
- Some leave it entirely to you and cover representation only.
None of these is inherently better. Bundling is simpler; separating makes the cost visible and easier to check. What matters is knowing which one you are being offered, because two quotes structured differently are not comparable until you do.
